New Regulation: The Secretary of State has made a second commencement order which will bring into force more provisions of the Immigration Act 2016. From 1 December 2016, immigration officers will have the power to issue illegal working closure notices to employers.

EU Backs New Data Protection Umbrella Agreement
EU Regulation: The EU Council of Ministers has given its formal support to a new agreement to govern how personal data should be handled when exchanged between the EU and the US. The UK government is inviting views from industry on proposed changes to the Fisheries Concordat, which sets out arrangements for licensing fishing vessels and allocating fish quota received through the EU’s Common Fisheries Policy. The proposals include changing when fishing vessel owners can move the management of vessels from one UK administration to another.

UK Failing to Keep up with Online Consumer Fraud
Fraud Statistics: The UK is not keeping up with online fraud, and systems to protect shoppers from scams are not yet providing value for money, according to the National Audit Office. Consumers lost at least £14.8 billion in 2015 to fraud, of which £4.2 billion is thought to be from crime such as mass marketing fraud and counterfeit goods.

Take-Up of Shared Parental Leave is Extremely Low
Employee Statistics: Just 5% of new fathers and 8% of new mothers have opted to take shared parental leave since it was introduced in April 2015, according to the CIPD. Just over a fifth of firms had received requests from male staff to take up shared parental leave, and in two-thirds of firms where mothers are eligible, none have taken it at all.

High Court Upholds Fracking Approval

EU Court Rules on Online Sales Disputes Across EU Borders
EU Ruling: The EU's highest court has ruled that national courts can rule on online sales disputes where the sales are facilitated from websites based in other EU states. This only applies however, under EU law, when the activities carried out in other EU states resulted in the alleged damage in the jurisdiction of the court.

New Measure to Tackle Nuisance Callers
Regulator Activity: From 30 December 2016, ownership of the Telephone Preference Service will be transferred from Ofcom to the Information Commissioners Office (ICO). The transfer of powers will make it easier for the ICO to clamp down on businesses in breach of the Privacy and Electronic Communications Regulations.

Filing Deadline: Companies whose financial year ended on 31 March 2016 must file their accounts with Companies House by 31 December 2016. Private companies that fail to file their accounts on time face penalties of between £150 and £1500.

EU Signs Directive to Tackle Air Pollution
EU Regulation: The EU Parliament and EU Council have signed into a law a Directive which will impose stricter limits on the five main pollutants in Europe – primary particulate matter, sulphur dioxide, nitrogen oxides, ammonia, volatile organic compounds. The Directive will enter into force on 31 December 2016.
