Industry Statistics: According to a new survey by Palmer and Harvey, the majority of tobacco retailers fear that new rules mandating plain packaging, as well as other changes, will add complexity and cost to their business. Retailers also expect the new rules to drive up demand for e-cigarettes and vaping.
